Its could be used for low light planted, small refugium, or fish only. If you are looking for a cheap light that will work. It's always better to not skimp on lighting because it will cause you nothing but problems: not enough light,pale coral or even dead corals. For a 5g tank you could build something yourself even with no diy skills for about $100. You may as well and spend a little bit one time on a light instead of spending money numerous times trying to find something cheap that will just cause you to spend more money and problems in the end. StevesLeds 7up board and slim heatsink $50 shipped,RapidLed 36v dimmable Driver $45 or so shipped and a few bucks in hanging material and wire and you are good to go.
