Underwater Epoxy question

So I have been using standard plumbers epoxy to hold my rockscape together. I have found that the epoxy after weeks in the tank is pretty flexible and not really hard. Assuming it should be hard as a rock, am I right to assume that I am not mixing it enough? Any thoughts or suggestions?

make sure you get the stuff that will set up under water, like JB water weld.if its the play-dough like epxoy its going to be mixed correctly if you followed the instructions.

I have been using the green putty with the gray center. It is rated for underwater use but it it stays brittle and soft even after a few weeks. I was not sure if this is how it works or if it should get rock hard. I do kneed it up pretty good but maybe I need to mix it even more.

I've used reef epoxy, and no matter how well I mix it, it is always brittle. Pain in the butt, I often accidentally break epoxied corals off. At least if you want to move something, it can be removed without too much effort.
