Hold off on a water change until ammonia levels start to drop (or even until it is undetectable). After ammonia is undetectable, check your nitrate level. If it is higher than 10 ppm, do a large enough water change to bring it down to 10 ppm (or less). For example, if after ammonia has become undetectable, the nitrate level is 20, do a 50% water change to bring it down to 10. Then you can safely add a cleanup crew.
