Lower quality but I have heard it is a nice deal for people on a budget.

i got a 48 inch one, gutted it, chopped the reflector in half and put it over a 20L. works great, no problems at all. ive been keeping SPS under it, but im about to switch to metal halides for coloration issues. they grow well. its just that they dont have the intensity for my pink birdsnest, blue monti, and some of my milliporas. acros keep color to an extent but seem to fade after a while. so i figure the halides will help. sorry i rambled....no complaints with it here.

So what is low quality about it—the materials, construction, etc?

i saw one of these units when nebuli's arrived in the mail. the outside construction is nice, but the wiring looks homemade. the ballasts have the workkhorse stickers torn off, and there are no endcaps, just wires connected to the pins with molex(?) connectors. oh ya, you'll prolly want to change the "blue" bulbs out for real actinics. other than that for under 100 bucks, its the best deal out there.
