Baffled by my Bubble Baffle

I can't seem to figure out what the problem is with the bubble baffle in my sump. It stops pretty much all of the bubbles from coming through, but creates bubbles when the water falls into the return section. I was thinking of drilling some holes to allow it to flow easier, but I'd rather not just try things and have to rip it apart later.

If you have your ATO float in that return area, raise it so the water level isn't as low.

I don't have an ATO in there yet. That's the next step. How high do people usually keep the level in there? This is only like a 1-2" drop.

Higher the drop, the more bubbles you get. I keep mine to about 1/2", and even then I get some larger bubbles forming from the drop, but they never get sucked into the pump.
