is my 32watt brighter than my new 130 watt?

I have an eclipse 6 with an csl 32 watt, now I removed the whole top canopy and placed a coralife 130 watt about 4 inches above the tank. My ricordea started to strecth upwards like it wanted more light. Both systems have an actinic and 10000k bulbs. The 32 watt seemed brighter? Does the 130 watt need to be in a canopy? did I waste $130.00? any thoughts???
