Clowns can't swim to the bottom of my tank

So I've had my two clowns for almost two months now and they only hangout at the top of the tank. In this video you can see them trying to swim down but it looks like they just can't get past a certain point. Any ideas why?

I've been looking into it and some possibilities I read are the lack of oxygen, but I have a powerhead and hob filter going and in the video you can clearly see water movement.

Another possibility I read was since I've mostly been feeding them pellets that float at first, they are taking in air that doesn't allow them to go down. I also occasionally feed mysis. I'm going to try and soak the pellets first now.

I read about a disease called fluke that could cause this somehow. I did notice a small white line shaped thing on the side of my white clowns mouth. But I'm not sure if it's always been there.

Whatever it is. Act quickly. I let things play out. And I had a wipe.

 

I don't think the situation is dire. They've been like this for almost two months and the rest of my tank is in great shape. I just want my clowns to be happy.

Clowns tend to host anything- a powered, a corner, a coral, anything really. Mine host a corner of my tank, too. If they had flukes, they'd be dead by now. They're just being their weird clowny selves. :)
