Help with a aquatic life 42 inch t5 led

I am having a problem with my light for my tank. The 2&4 light bars work but the 1&3 don't. How do I know if it's the light ballast? I know the bulbs are good. I just bought them and tested them in the working ballast. Any and all help would be great.

Is the light new or older? Are the bulbs exposed to salt creep or is there a pane of glass/acrylic that protects them?

 

Do you see any rust or damage to the connectors?

It's a few years old. Bulbs are covered by a acrylic panel. I took it apart and everything looks nice and clean. I did need to clean the fan but it works just fine. No rust that I can see. Connectors look nice and clean. Everything still looks new although the fan was dirty.
