Salifert Phosphate Test kit Spoiled? Bad? Normal?

I just got a salifert phosphate test kit and I had a question for those of you which have/have had this test kit. I am asking cause I was concerned that the kit I bought was tampered/spoiled in some way. my question is the following:

 

the powder reagent which you have to put in that small red spoons worth of, what is the consistency of that supposed to be? Mine is like weird fluffy snow and is very different than all the other salifert powdered reagents I have dealt with (have salifert mg, cal, and red sea nitrate kits at home).

 

So I was thinking maybe moisture got in this powder or something, but really wasn't sure as its the first salifert phosphate kit I have bought. Honestly its so fluffy I am like do I pack this down in the spoon? (like brown sugar, lol) just curious to those out there who have this kit if their powder is really powder like the other salifert kits or if it is this weird snowy fluffy consistency.

My nitrate test kit has super fluffy powder, unlike the grainy powder for calcium and magnesium. The instructions say to press the spoon against the side of the container to pack the powder in. Maybe it's similar?
