QT idea, when to skim and cycling advice

So after the issue I had with the clowns (previous post) I have decided to go with a QT system while the current tank runs w/o fish. And as always questions....

 

QT - I have the IM Fusion 20 and thought if I went with the IM 10 for a QT I could just swap a media basket from the 20 after it has been in there for some time and have a solid bacteria base. Any issues with that theory? The tank would be easy to break down and setup and would look similar to the 20 if they are by each other (current plan). Going with the basic PVC pipes, heater, lights and ammonia alert thing.

 

QT2 - I read one article that advocated preventative dosing of new fish in a QT but more articles saying just to observe and treat if something shows itself. I was going to go with just observe for now.

 

Skim - I bought the ghost desktop skimmer but without any fish in the tank (hermits, pistol shrimp and snails) the Nitrates are very low and I only feed the pistol a small amount of pellets or brine shrimp would the skimmer do anything or is it best to wait until there is a greater bioload?

 

Cycling - So the Tank has been up just over three months and the water quality looks very good but again there isn't much in the way of a bioload. The goal is two clowns and another goby with a 4th fish in the future sometime if there are no more issues. If I add all the fish at once there could be a mini-cycle correct? Would it make sense to do the Goby then wait a few weeks and then the clown? Is there anything I should be doing like over feeding or something to 'mature' the tank without fish?
