Diatoms are completely normal in a new tank. I would say you're ok to add fish, but since it is a new system, add them slowly, not all at once in order to let the biofilter establish.

In a tank that size, I would think so. Do you have any other life in there like a clean up crew, etc.? If not, I'd add in some snails first to start.

I would definitely get your clean up crew first. They will help clean up the diatoms and also any other algae that starts to grow. Then add your fish.

I'd just leave them for now and get you a clean up crew. But more than likely it's from high phosphates. I'd start using RO water or distilled or you will never be rid of them IMO.

Just went through this on my sand bed and they finally went away after I got my phosphates in check.

Definitely get some snails to help deal with the algae. Trochus eat algae like champs and dwarf ceriths can fit in smaller cracks.
