Pay pal messing up with old addresses?

OK, so I ordered a remedy for my fresh water tank about a week ago from pet mountain. I used pay pal as the form of payment. The package never made it to my house and it was delivered to my old apartment address that I haven't used since 2012 and I haven't lived there since. Some one there was nice enough to sign for the damn thing, knowing that it wasn't theirs! OK so I sent an email to pet mountain explaining to them that I made sure to use my current home address and I had proof, since the original PayPal record of the transaction had my correct address on there. Pet mountain informed me that this has been an issue with pay pal about two weeks ago, where pay pal would give the seller the old address to ship to, regardless of what you put as a mailing address. So pet mountain sent me the same item again free of charge. This is the first time I ever have heard of this. Anyone else?
