Help with water level in RSM 130D?

I am switching from my nano cube 28 to a used 130D today. I read the manual but I don't get the water level adjustments.

 

How high do you want the water level in the skimmer compartment? You adjust the level in the skimmer compartment with the height of the surface skimmer, right?

 

You adjust the water level in the return pump compartment by adding or removing water, right?
