Enough lighting for any corals?

I currently have a 20gallon L tank that I was about to set up but after painting the background, I was able to see a good amount of scratches. I'm thinking about getting a 29 Gallon and was wondering if my already pretty poor lighting, Duel T5's with 48watts, would be nearly enough for any corals at all in the taller tank?

If not is there any setup I would be able to swing for under $100?

Good and cheap. Also this would be a good color combo to start with at a good price. These are great bulbs for the price.
