Secondhand Brain Coral ... on the brink of death

I got this coral and a whole tank (biocube 29) set up from the previous owners. You can see the poor placement in the 'before' photo (the green one), and my new set up after the tank was relocated. The LFS said to yank the brain because it's past saving and lacking a mouth. What do you guys recommend? Dipping it? Relocating it? Remove the base they had it on?

When I arrived to pick up the tank the brain was laying on it's side, knocked over by currents or whatever against the live rock. I don't think it's had a nice life...

It definitely looks really bad. If you want to keep it in the tank and try to let it recover its always a possibility but there is no shame in throwing it out.

Any advice on where to place it, if I should remove it from that base, and if I should dip it in RESTOR? Tank lights are original manufacturer's set ATM. The original owners thought this was normal and said it would 'come back' sometimes so I wonder....

Based on the photo, is that a low flow area? I'm still new...

Original is pointing straight forward at the glass/surface, camera left. The additional hydor is pointing to the top and right, towards that back right corner, for now.

Just as long as no powerheads are pointing directly at it there shouldn't be too much of a flow issue with it there. It's probably dieing due to lack of feeding and poor water conditions for so long.

Without a mouth or much skin tissue, spot feeding right now I assume would be pointless and do nothing but promote algae?

Yeah if there is no mouth just leave it be. Like I said it could regrow with improved conditions but nothing is certain.
