Strobing LEDs

I'm having a strange problem. Has anyone seen this before? I'm trying to set up a inexpensive LED system for my small tank. I got some cheap AC to DC drivers off ebay (set to drive 3x 3 Watts LEDs). I was planning on having several of them on a Heatsink so i could dim and tweak the colors.

 

I got 1 strand hook up and its looking good. But when i hook up another strand (2nd driver), the LED begin to strobe at about 5-15 times a second. It still strobes even if i remove the 2nd strand and just touch one of the power leads from the second driver to the heat sink. I've checked to stars and it appears to be insulated. I've check the stars by using a multimeter continuity setting and touch the top (including the soldered points) and bottom of the star. And they appear to be insulated.

 

I'm not sure what's going on. Any help would be awesome.
