what is this in my tank?

Is it just dead/browned out algae or something else because I had green hair algae on this frag that prevented from polyps from opening and i did a dip in peroxide and it killed the algae to a degree and it left this on the frag and the polyps still don't open up.

I also have this all over my nuclear green polyps which haven't opened up and have decreased in polyp heads from maybe 200 down to 80 and this is located somewhere completely away from the frag that has it so not sure what is going on and some of this is on my other rock work as well.
