Cheato floating or in bag ?

Do we put the cheato in a bag or leave it floating ?

 

I have a 29g BioCube and wanting to put the algae in the middle chamber, but I read a while back that we want it floating, but I'm concerned that small strands will clog up everything and even be returned to the display ?

There is a foam pad between chamber 2 and 3 unless you removed it.
