500W power supply issues

I recently bought a 500 watt, 10.4A power supply and I'm having issues getting it working. I have the AC cable connected and when I plug it in it trips the breaker or GFCI outlet. I have the AC cable connected as follows:

 

White -> L

Black -> N

Green -> ground

 

It does it whether or not I have an LED string connected to the COM/V+ outputs.

 

Is this a bad power supply or am I doing something wrong?

Make sure there aren't any stray wires crossing terminals, and that the wires aren't inserted through the terminals possibly shorting out on the chassis or each other.

Might be a bad supply. I would contact the seller. Before doing that though, do you have any pics? I know, it's a pain to upload, but you might have accidentally overlooked a glaring error.

There aren't any stray wires that I can see. I've done a build before with the 180 watt power supply and never had any issues. I'm not sure why this one isn't working.

I played around with it a little more tonight. I noted the heatsink behind the cooling fan was a little loose. It must have been making a connection with something else. I removed it to see if that was causing the problem. When I plugged in the power supply there was a flash from the green LED and then the fuse popped that is behind the AC connections. I guess this power supply is toasted now?
