Can I use a skimmer for the tank like an AquaC Remora Nano in the stock contest?

It doesn't really say what you can't use, just saying you can use one powerhead and one HOB filter, or two powerheads.
It doesn't say ONLY one HOB filter.
I want to use a phosphate reactor and hob skimmer =/ though not sure if that'll take me out of the stock contest
