I have heard that acan are ok in low light but if that light is pc are they still ok on the bottom or should they be closer to the top?

It depends on what kind of lighting they're accustomed too. If they're coming from a tank with metal halides you may want to try middle to upper levels. You could always start them off in the sandbed and gradually move them up. However, they are photosynthetic and also benefit from feedings, so I would adjust from there.
