The "best" ratio would be as high an amount of live rock as possible/practical. You don't "need" a lot (say ~20%), but more live is definitely better (technically, you could do it without it altogether, but I don't recommend it). I would preferably shoot more along the lines of 50/50 or an even larger skew toward live rock. Of course, depending on your planned structure, you may not need a lot to begin with. My tank's structure, for example (also a 40 breeder) only has 20-25 lbs. of actual rock. I had a bit left over that went into the sump (about 10-15 lbs). I like low, minimalist rock structures, though.

5 or 10 pounds would seed it fine, but more would get it started faster and would get you more biodiversity. 20% is a decent rule of thumb, but more is always welcome. I'd say if you could get 5lbs each from 3 different sources you'd do quite well, but a little more or fewer places is always an option.

I don't know really, I just know I like hitchhikers and biodiversity, so I'd get it from multiple sources and I'd get a good bit of it.
