I have a Meanwell ELN-60-48P...The pwm seems to go from 17v to 48v erratically with the slightist movement of the pot. Do i need a pot that needs to have 10+ turns? Also i am checking with No Load because i just blew threw LEDS last week.

You need to give us more details. Number of LEDs would help, and why are you measuring voltage, and where?

i have 2 meanwells for 6 cree xr-e and 6 cree rb. I was measuring voltage on the red and black wire coming out of the driver

You can't test a driver like this with no load. You really should be measuring current anyway, not voltage. You will certainly need a load for that.
Why were you cooking LEDs?

I tied on a string of leds to a hot driver. Ill check current tomorrow at work ill let you know what i come up with

hey evil i just noticed voltage coming out of the dimming wires its that normal?

Yup. With nothing connected, there will be a reference voltage on those lines. You won't be able to do anything with it though. You still have to apply a voltage to the input to get anything on the output.
