If I topped off my 24 gal with too much fresh RO water will it harm my live rock, and live sand. Im worried its going to cause die off on the rock and start off another mini cycle. Im seeking answers lol

What is your salinity now? It should be fine unless you put massive ammounts of RO water in..

It couldn't be too bad because you just filled it up to the top where the water level was initially right?

if i would have to guess it was no more than 3 to 4 gallons and i went just a little but from where it was initially. the LFS said it was .29 so they said add about 5 gallons to it. it dropped it drastically on the hydrometer but i hear they are horrible for readings. thats why it should high on the refractometer.

A useful detail would be what it dropped to exactly. No, it's not good to just plummet the salinity in one shot.

i dont have my refractometer yet. it is shipping in the mail and then ill be able to provide exact numbers. my apologies on that

If the salinity is correct when the tank is full it will rise slightly as water evaporates but be correct again when you top off since salt does not evaporate.
If you have a skimmer or have excessive salt creep due to something like an air pump or fans you may lose a little salt over time but it not usually much.
