Ok I'm going to start a frag tank. But I would like to do this without a sump.
My questions;
Do I really need a sump?
Can this idea be successful with just filter, protein skimmer, pump and lights?

Frag tank or fish tank, no difference. You do not need a sump
A sump is a helpful place to put the filtration, but you can use an HOB filter instead with no worries.
