would 108 watts of T5 be enough light to grow SPS in a 33L tank?

most likely.. what are your tank dimensions.. unless it is impossibly high (30") and extremely narrow then im sure you will manage.. better make sure your water quality is perfect and stable..

Do you have a link to the fixture? Watts isn't the only thing that determines success, and I'm not sure if you're even talking about T5HO fluorescents.
