Hey,
I just started a 5 gal nano. I plan on putting mostly mushrooms, ricordias, zoos, green star polyps, and some inverts for clean up. I also might get a small fish. Just looking for some answers to a few questions. First, I have 2 9watt power compacts. This doesn't even give me a 4watt-to-gallon ratio. Is this fine, or should I bump it up? Second, my pump is rated for 100gph, is that enough/too much current for what I want? Finally, any fish suggestions? I appreciate all responses. Thank you!

there is no one "watt-per-gallon" rule. Your PC lighting is fine for the soft corals you have. It's hard to have too much water flow, and 20X turnover in your tank isn't strong. A fishless tank is best because of the instability of your "pico" in terms of water parameters. Very small fish like small gobies (from the genus Trimma, Eviota, Gobiodon, or Gobiosoma/Elacatinus) are one option.

if 100gph is too low, then what type of powerhead can I use for a 5 gal?

It's not what I would consider "too low", especially for the corals you listed that don't need strong flow. However, you may want to get a small powerhead like the hydor koralia nano.
