ive added LR to the aquarium and also dumped live sand into the tank as well... i'm thinking that i want to re-landscape to find a better layout... is it ok for me to move the live rock around even tho ive already added the sand? does it matter if the rock isnt flat on the ground but rather is sitting on top of the sand?

How long has the tank been running? How big is the tank? how deep is the sand bed?

In MOST cases, moving rock around in a smaller, newer aquarium isnt a big deal. The "shifting rock" theory applies to larger tanks with more intricate rockwork. And the "stir up deadly gases" theory doesnt get going til you have a more established tank.

You should be able to move stuff around at will...atleast thats my advice with the info provided.

I hope its ok...I've redone mine half a dozen times already in the short amount of time its been running.

Once you pop, you can't stop.
