I have a 1/15hp chiller that came off of my CAD tank and my question is what is the maxium tank size could i can to get this chiller to its best. Also what is the optimal temp for a coldwater tank?

Thanks

Depends on the ambient temperature of the room and what livestock you want to keep (more specifically, where it's being sourced from).

Understandable lets say the room is at 75degrees F at the most can i cool a 20 gallon tank or would that be pushing it? I am wanting to keep strawberry anemones and livestock simlar. well i gues that brings up another question can i even keep strawberry anemones in a 20 gallon tank?

I'm interested in strawberries too, from what I have read they are kept at around 55 degrees. So you're looking at a 20 degree pulldown... 20 gallons will be too much. 10 maybe, with that size chiller.

keep your temp under 60 F and your strawberries will be fine. 20 gal is sufficient space so long as the water quality doesn't suffer from the frequent feedings... an oversized filter or periodic water changes would mitigate that problem. on the plus side, feeding them in a small tank would be much easier (and maybe cheaper).
